"Offline learning must be started immediately, otherwise there will be a reduction in substance to students, namely in terms of health, student competence, and student discipline is not good," said Prof., Dr., Harun Joko Prayitno as UMS Vice Chancellor II, Academic Affairs when we interviewed (10/8).
Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health, and Minister of Home Affairs of the Republic of Indonesia No. 03/KB/2021, No. 384 of 2021, No. HK.01.08/MENKES/4242/2021, and No. 440-717 2021 concerning Guidelines for the Implementation of Learning in the 2019 Coronavirus Disease (COVID-19) Pandemic, stated that learning in universities starting in the odd semester of the 2021/2022 academic year will be held with limited face-to-face learning while still implementing health protocols, and/or online learning. In the implementation of learning, universities must continue to prioritize the health and safety of campus residents (students, lecturers, and education staff) and the surrounding community. Based on the regulation above, UMS also began to implement non-formal offline learning based on the Chancellor's Circular No. 805/A.6-II/BR/IX/2021 dated September 2, 2021 regarding Guidelines for Implementation of Learning and Academic Services-General Adaptation Period.
This offline learning has been started on September 20, 2021. The method used by UMS has not been used by any campus. The idea is that all students will be divided into four groups—where for students who take the subject in 7th semester go offline on September 20-16 October 2021,5th semester on October 18-6 November 2021,3rd semester on November 22-18 December 2021, and 1st on December 20-15 January 2021.
Harun said that, "the assumption is that the learning will only be filled by 25% of the total UMS students. And even then, of the 25% students, there are students who still choose to go online".
He also explained that, entering the second month of gradual offline learning, students who want to take offline lectures at UMS level an average of 30%. The requirement is that they have been vaccinated at least once, while for lecturers, the requirement is that they have been vaccinated twice. However, for those who have not been vaccinated due to certain considerations, they are still allowed to take offline lectures, as long as they are in good health when attending lectures.
Various facilities and infrastructure have also been prepared as preventive measures, such as hand washing stations, body temperature detection, media appeals to comply with health protocols, and spraying of every room and infrastructure used once a week. Meanwhile, the adaptation of the rules of the learning process carried out, among others, offline lectures/practice hours were reduced to 50 minutes for each subject and students were on campus for a maximum of 4 hours per day.

Nosa Violeta Gardini, English Education student of 5th semester admitted that she was happy to finally be able to study offline, but she also regretted that the lecture was only about 20 days. "The offline learning is only about 20 days, so money is wasted on living expenses in Solo (transportation costs, boarding, meals, etc). So, I still chose to go online even though I was vaccinated", said Vio.
